ITANAGAR, Feb 26: A total of 22 units of blood were collected during a voluntary blood donation camp organized by Vivekaknda Yuva Shakti Ignited Youth, Itanagar at Arunachal State Hospital, Naharlagun yesterday.
At the beginning of the programme a brief donor motivation session was held in which APSACS Deputy Director (Blood Safety cell) Dr. N. Budh and Blood Bank Medical Officer, Arunachal State Hospital Dr. P.Sona sensitised the participants about the importance of voluntary blood donation.

Golden jubilee of Byaching ME school celebrated

Contractors demand revocation of CDS notification
ITANAGAR, Feb 26: The All Arunachal Contractor’s Welfare Association (AACWA) demanded the state Govt for immediate withdrawal of Govt notification for civil deposit system (CDS) and pass bill amounting to Rs. 50 lacs at every treasury office of the state. “There is no need to issue such notification from finance department after obtaining financial sanction from various branches,” it said.
The Association further said state Govt should ensure financial stability at any moment for betterment of local contractors of state adding that issuing of such notification badly affected the contractors for last two years.

Swachhata Rally at Khonsa
KHONSA, Feb 26: The PHE & WS Division, Khonsa Division organized Swachhata Rally on the eve of National Rural Drinking Water Awareness Week on February 25 last.

While addressing the rally Er Likha Tekhi, Executive Engineer, PHE & WS Division, Khonsa, informed that the Individual health and hygiene is largely dependent on adequate availability of drinking water and proper sanitation. More than 50 types of disease and 80% of sickness are due to lack of potable water supply and good sanitation facilities for the disposal of human waste. Indiscriminate open air defecation is the cause for transmission of diseases like cholera, dysentery, typhoid and warm infections. Sanitary disposal of human excreta prevents the transmission of these diseases which can be done through construction of sanitary latrine. He mentioned that the major causes of diseases in Tirap/ Longding districts are due to consumption of unsafe drinking water, improper disposal of human excreta, improper environmental sanitation and lack of personal and food hygiene.

Nyokum Yullo celebrated with traditional fervour
ITANAGAR, Feb 26: Nyokum Yullo, the famous annual agricultural festival of the Nyishis, was celebrated with great traditional fervour and enthusiasm throughout Arunachal Pradesh today.
The Nyokum Yullo Celebration Committee-
“The Academy founded in 2008 with a total 200 odd students now has been teaching all forms of dances with a special thrust on popularising folk and traditional dance forms,” said Kamser.
“Der aye drust aye (It is better late than never),” Deputy Speaker Jomde Kena, speaking as chief guest, said in appreciation of the young performers and exhorted the present generation to maintain the spirit.
“Our cultures and traditions are precious wealth inherited from our forefathers, which should be preserved at all cost, Kena said, adding the Nyishis have a greater role to play in the state. The celebration, including at Likabali today reflects their presence throughout the state”, he said before greeting the masses on the auspicious occasion.
The traditional gifts given on the occasion is the greatest honour of the community to the guests which he assured to reciprocate in future. Arunachal Chamber of Commerce & Industries president Techi Lala exhorted the Nyishis to do away outdated taboos, take a vow to not commit the past mistakes and reform their attitude to become role model.
He cautioned against intake of excessive Apong (local brew) to honour the culture instead of getting drunk to spoil the celebration of the Nyishi New Year.
Earlier, NYCC chief patron & local MLA, speaking in chaste Nyishi, extended Nyokum greetings to the people while highlighting the spirit of the festival that aims at greater welfare of the humanity while NYCC chairman Tarh Nachung read out the Nyokum mythology and Bengia Vijay also spoke.
Young and old in their traditional attires performed traditional dances to the tune of melodious song before the head priest (Nyobu) performed rituals followed by traditional sacrifices.
At Nyokum Lapang ground here, an array of colours greeted festival revellers who had gathered to celebrate Nyokum. Impressed by the large turn out at the festival venue, Mebo MLA Ralom Borang, who is the chief guest for the occasion, said the tradition, culture and religion must be kept separate and they never overlap each other.
“Religion is for peace of mind and soul”, Borang told the gathering and said that he has “no objections to what path people take to reach heaven as it is a matter of individual choice”.
Stressing on the importance of maintaining ancient practices, the Mebo MLA said “if you give up your culture and tradition you will lose your identity”.
Earlier, Borang also released an audio album entitled ‘Ngul Nyishi e’.
Speaking on the occasion, the guest of honour R K Gupta, executive director of NHPC, elaborated that since the dawn of humanity, agriculture and celebrations have existed and are essential to community living.
The main attraction of the celebration was the performance of the Rikam Pada dance competition by over 200 participants representing various districts and cultural troupes from all across the state.
At Pistana, the Nyokum Yullo was celebrated for the first time with great enthusiasm and gaiety. Addressing the festival revelers on the occasion as chief guest, MLA cum Parliamentary Secretary for Agriculture Likha Saaya emphasized on importance of preservation of tradition and culture. He exhorted people to use traditional dress during celebration of local festival or any other culture related events. It will also attract more tourists during such events, he added.
Briefing on importance of language, he also suggested people to preserve own language by encouraging younger folk and by documentation.

‘Adhere to TDS notification to check revenue pilferage’
PASIGHAT, Feb 26: ‘All the DDOs have to adhere to the notifications on Tax Deduction at Site (TDS) strictly to check revenue pilferage and to achieve revenue targets set by Government’ said East Siang Deputy Commissioner Opak Gao while addressing the DDOs and Accountants of East Siang who were attending the meeting cum workshop on TDS at DCs conference hall today.
The Govt. is very serious about TDS and the DDOs will be held responsible for non adherence of it, said the Deputy Commissioner. He wanted all the members to be well versed about TDS and should not leave any scope for complaint. He appealed all to take the meeting seriously to equip themselves and clear all confusions. There should not be any scope for audit objections henceforth, he asserted.
Superintendent of Tax and Excise Tabor Tapak dwelt in details about the TDS procedures. He cautioned the members that any lacunae will be the responsibility of the DDOs. They have to take prompt action and leave no scope for tax evasion, personally monitor the time lines of remittance and submission of periodical reports to the Superintendent of Tax and Excise. Further, monthly revenue figure of each department should invariably be reconciled with the records of District Treasury and report the exact revenue collection. NHPC donates ultrasound machine for Parbuk CHC

ROING, Feb 26: A portable ultrasound machine was donated recently for Community Health Centre, Parbuk by NHPC Ltd, Roing.
The machine was handed over to Allok Yirang, District Medical Officer (DMO) by VK Maini, General Manager, Dibang Multipurpose Project (DMP), NHPC Ltd in presence of M Basar, DRCHO, Dr Ista Pulu, Gynaecologist, SR Gupta, Chief Engineer, DMP and Dr L Hanner, Assistant Chief Medical Officer, DMP.
Maini hoped that the patients, including children will benefit from the new device, and will be used to examine patients with a wide range of medical complications. "This is another boost to our efforts in implementation of Corporate Social Responsibility," he said.

Stating that Silver coins used by the jewellers are unlike present days bullion, brass or C.I weights in metric units have no provisions for making adjustment during periodical verification undertaken by the Department of Legal Metrology, Tago said that due to natural wear and tear these coins looses considerable amount of weight in due course of time. In other word, most of these silver coins claimed to have 1 tola weight does not have 11.66g as required or are found to be short of several milligrams. Thereby, consumers who buy their ornaments in the expression of tola or anna units with such coins do not get money’s worth or suffer huge loss, he added.
He further informed that Tola, a traditional unit of mass in the British India system of weights and measures introduced in 1833 was standardized as 180 troy grains (11.664 grams). The silver rupee coin equivalent to 180 troy grain issued by British East India Company became practical standard of mass for the tola and was also the standard measure of gold and silver bullion in 20th century. Again traditionally, taking one rupee silver coin as one tola which has 16 annas or is equal to four ¼ rupee or 4 char anna. Each anna further divided into 6 ratti. 1 tola or 16 annas is equal to 96 ratti in practice. However theoretically, 1 tolla is equal to 100 ratti. Since it is a non permitted unit, we need not elaborate, he said.
Though most of the units of weights or measures used earlier like tola, anna, siir, gauze, feet, ream, bundle etc have been officially replaced by metric units since 1956, the system is found to exist even today in some part of the country including Arunachal Pradesh.
In Arunachal Pradesh, the Department of Legal Metrology & Consumer Affairs is trying its best to abolish these systems since last three decades and succeed in most of the cases except in some of the transactions like bullion trade (use of tola), selling of CGI sheet and timbers. CGI sheet and timber are being sold in bundle and square feet respectively till today in Arunachal Pradesh which is against the law. In case of CGI sheets the required quality, thickness, length and numbers are to be determined first in metric units and thereafter to take the weight. The manufacturer sells it to dealers in expression of kg. So, the CGI sheet is to be sold to consumer in kg while the timbers are to be sold in the expression of cm, m for length or sqr meter for volume.
Accordingly, he appealed people to support the Department in implementing the metric units in the State by refusing to buy products or services otherwise than in the expression of metric units like meter, kg, liter etc., according to an official release.
Proper hand washing best way to prevent spread of infections, diseases
ITANAGAR, Feb 26: Tawang DRCHO Dr. Lobsang Tempa said that proper hand washing is the best way to prevent spread of infections and diseases.
Briefing the hand washing techniques in the first ever convergence meeting of Anganwadi workers and ASHA facilitators with the theme ‘hand washing’ at Khando Dowa Zanngmo District Hospital, Tawang yesterday, Dr. Tempa called upon the gathering to educate the villagers about the importance of health and hand hygiene.
Expressing his happiness over the huge turn out in the meeting, Dr. Tempa opined that the meeting will help strengthen the bond among ASHAs, AFs and Anganwadi workers which in turn will help in the smooth implementation of NRHM programmes and in providing quality health facilities to the villagers.
District Medical Officer (DMO) Dr. Wangdi Lama declared that such convergence meetings will be conducted every month. He requested the DRCHO and CDPO to include ASHAs in the future convergence meetings for better results.
While appealing them to motivate the villagers for institutional deliveries, routine immunization, and educating them on HIV AIDS and TB, he urged them to track and monitor pregnant women on regular basis, conduct VHSND frequently and to spread awareness about the importance of water and power saving during the VHSND campaigns.
Thanking them on the successful conduction of the first and second phase of IPPI, he appealed them to work hard to make people refrain from consuming alcohol and brief them about the harmful effects of consuming and smoking tobacco during the forth coming Lossar festival.
The DMO also promised to look into various hardships faced by the AFs and Anganwadi Workers for better regulation of health facilities in the district.
CDPO Dondup Pema asked the Anganwadi Workers to work hand in hand with the ASHAs and AFs. Calling for strict actions against erring workers she asked them to discharge their duties sincerely.

District Health Society Upper Siang District Yingkiong conducted Baby Show contest at Geku as an IEC activity for creating awareness on maternal health and child health. Altogether, 20 mothers along with their Baby turns up for the contest.
During the occasion Dr. Appir Apang DRCHO Yingkong strongly emphasized on ANC, immunization, institutional delivery and breastfeeding.
Bani Lego, EAC Geku also spoke on the occasion and lauded the District Health Society for organizing IEC programme.
In an another programme, Block Level WIFS Training programme concluded at CHC Geku recently. During the training power point presentation was given by Dr. Appir Apang DRCHO Yingkiong.
The training was attended by nodal teachers, AW workers, ICDS Supervisors, BEO, CDPO Geku and Dr. Appir Apang DRCHO Yingkiong and EAC Bani Lego who attended the programme delivered speech on the issue. DIPRO

High food price upsets visitors
Dear Editor,
Arunachal state festival celebrated every year for 3 days was a grand success this year too and the credit goes to all of us who were either directly or indirectly involved in the celebration. Not to forget the hard works put behind by the festival committee.
All started with the majestic gathering on 20th morning and ensued by inauguration of the exhibition stalls, food villages, etc. The evenings were lighted up by wide ranges of beautiful performances by artists from various corners.
As there is always a ‘BUT’, unfortunately there is one here too. Though I couldn’t in person be present to enjoy the festival but what I could learn from various sources is that high rates of various dishes in the stalls demoralized lot of people who came filled with zeal. It really upsets me to core thinking about this when people from different corners come to be a part our state festival but sadly had to return unsatisfied.
I would like everyone to ponder whether such exhorbitant price is really necessary? Isn’t there any remedy to eradicate such practices?

Fraudsters on the prowl
Dear Editor,
Yet another case of fraud recruitment is being witnessed in the state in name of Rashtriya Vikash Mission, offering various posts such as DRDO, BRDO, COand OAE with fake promise to provide handsome salaries. I also got selected for the post of BRDO but since recruitment process was sounding very confusing we thoroughly investigated by visiting various departments such as PS, RD, RTI, Employment Exchange etc but didn't get much support from them.
Finally with the help of a friend from Bihar we came to know that there is no such office in the provided address instead a coaching class is running there moreover the same party is involved in various fraud cases and wanted by local police there.
It’s my request to all the youth who are either unemployed or underemployed in the state to not to get trapped in this kind of fraud recruitment and kindly verify before taking actions.
We also want to request state government to establish an independent body to monitor this kind of cases.
